Changelog

Outbreaks now properly block restricted species like legendaries, mythicals, ultra beasts, and paradox Pokémon.
Outbreaks no longer break if players leave the area or enter Haven Bags; active waves persist correctly.
Added an admin debug command to check if a species is outbreak-blocked and why.
